Timothy Buckley

Tim is a career Foreign Service Officer at the U.S. Department of State on assignment as International Advisor for the U.S. Water Partnership.

Recently serving as the Environment, Science, Technology, and Health Unit Chief in the U.S. Embassy Branch Office in Tel Aviv, Israel, Tim led climate-focused policy initiatives and advanced trans-boundary water cooperation.  Prior to that, Tim was Country Director for the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs in Moldova, managing a range of capacity-building programs.  He previously served as the Consular Section Chief at the U.S. Embassy in Bern, Switzerland, including oversight of consular agencies in Zurich and Geneva. Tim also completed overseas assignments as a Justice Sector Program Officer in Kabul, Afghanistan, the Consular Section Chief in Riga, Latvia, a Political Officer in Tashkent, Uzbekistan, and a Vice Consul in Manila, Philippines.  

Before joining the Foreign Service, Tim was a U.S. Peace Corps volunteer teaching English in Bukhara, Uzbekistan.  He also worked in the private sector as an urban planner for three years.  Tim earned a Master’s Degree in Urban Planning and a Bachelor’s Degree in Political Science at the State University of New York at Buffalo.
